"خطوة مناسبة "وقالت الخبيرة الاقتصادية منى مصطفى إن قرار تأجيل زيادة أسعار الكهرباء "يعد خطوة مناسبة في ظل تباطؤ معدلات التضخم للشهر الثالث على التوالي، كما أن هذا التوجه يتسق مع سياسة التيسير النقدي التي بدأها البنك المركزي المصري مؤخرًا، ويعزز من جهود السيطرة على التضخم والحفاظ على استقرار الأسعار".واستبعدت مصطفى، في تصريحات خاصة لـ"CNN بالعربية"، أن يقدم البنك المركزي على خفض جديد في أسعار الفائدة خلال اجتماعه المقبل، خاصة بعد التخفيض الأخير بمقدار 2%، متوقعة أن يتم استئناف الخفض تدريجيًا بمعدلات تتراوح بين 1% و1.5% خلال الاجتماعين الأخيرين من العام، بما يضمن استمرار جاذبية أدوات الدين الحكومية أمام الاستثمارات الأجنبية غير المباشرة، إلى جانب اقتراب صرف شريحة جديدة من قرض صندوق النقد الدولي، وهو ما يوفر للحكومة مرونة أكبر في تحسين أوضاع المعيشة وتقليص الفجوة بين معدلات الفائدة والتضخم الحقيقي.ورجحت استمرار تأجيل الزيادات في أسعار الكهرباء والمحروقات حتى بعد صرف الشريحة المقبلة من قرض صندوق النقد الدولي، على أن تتم إعادة النظر فيها خلال المراجعات اللاحقة للبرنامج، وبما يحقق التوازن بين التزامات الإصلاح الاقتصادي وتخفيف الأعباء عن المواطنين.تحذير من تعثر ماليوحذر أستاذ هندسة الطاقة بكلية الهندسة في جامعة الزقازيق والرئيس التنفيذي الأسبق لجهاز تنظيم مرفق الكهرباء وحماية المستهلك، حافظ سلماوي، من تأجيل زيادة الأسعار "قد يؤدي إلى تعثر مالي لشركات الكهرباء، وهو ما سينعكس على مستوى وجودة الخدمة المقدمة للمواطنين"، كما أن هذا القرار "قد يضعف من قدرة المستهلك على تقبل الزيادات المستقبلية في الأسعار، نظرا لاعتياده على تثبيت التعريفة بدلا من زيادتها تدريجيا، من جهة أخرى".وأوضح سلماوي، في تصريحات خاصة لـ"CNN بالعربية"، التحديات التي تواجه شركات الكهرباء، وأبرزها ارتفاع تكاليف الإنتاج نتيجة تغير سعر الصرف، ما يزيد من أعباء استيراد الغاز ومصروفات التشغيل والصيانة والمعدات، بالإضافة إلى التزامات القروض الأجنبية لمحطات الإنتاج، أو نتيجة ارتفاع تكلفة استيراد الغاز من متوسط 4 دولارات إلى 6.5 دولار حاليًا، بسبب استيراد مصر نحو ثلث احتياجاتها من الغاز، سواء من إسرائيل بسعر 7.5 دولار للمليون وحدة حرارية أو من الغاز المسال بسعر 14.5 دولار.وقال حافظ سلماوي إن شركات الكهرباء تواجه في الوقت الحالي أزمات مالية نتيجة انخفاض تعريفة بيع الكهرباء للمواطنين مقارنة بتكلفة الإنتاج الفعلية، موضحًا وأوضح أن التعريفة التي تمت زيادتها في يناير 2024 كانت وقتها محسوبة على أساس سعر صرف يبلغ 30 جنيهًا للدولار، وبعد زيادة التعريفة في أغسطس/ آب من العام نفسه ارتفع سعر الدولار إلى نحو 50 جنيهًا، وهو ما جعل قيمة التعريفة أقل من التكلفة الحقيقية.وأضاف أن استمرار تجميد الأسعار "قد يفاقم من الأعباء المالية على الشركات ويؤثر سلبا على جودة الخدمة"، مشددا على أن "اعتياد المستهلك على زيادات تدريجية أمر ضروري، بينما تأجيلها يضعف من تقبّل المواطنين لأي زيادات مستقبلية، فضلاً عن أنه يحد من شفافية الإعلان عن تكلفة إنتاج الكهرباء التي يجب توضيحها للرأي العام".وتابع أن تأجيل زيادة أسعار الكهرباء يستلزم بالضرورة زيادة مخصصات دعم الكهرباء في الموازنة العامة للدولة، إلا أن هذا الاحتمال لم يكن مطروحًا وقت إعداد الموازنة، وبالتالي لم يتم تخصيص أي اعتمادات إضافية لهذا الغرض، وهو ما يضع الحكومة أمام خيارين: إما تحمل تكلفة التأجيل بما يؤدي إلى زيادة عجز الموازنة، أو ترك الفارق بين تكلفة الإنتاج وسعر البيع دون تغطية، الأمر الذي يهدد بحدوث تعثر مالي لشركات الكهرباء وانعكاس ذلك على مستوى الخدمة المقدمة للمواطنين.وأشار سلماوي إلى أن تبرير تأجيل الزيادة لتجنب رفع معدلات التضخم قد لا يكون دقيقاً؛ إذ إن تغطية العجز من الموازنة سيؤدي بدوره إلى ضغوط تضخمية أخرى، أبرزها ارتفاع أسعار السلع الغذائية، مشددًا على أن الحل يكمن في تحقيق الانضباط المالي داخل القطاع للحفاظ على جودة الخدمة وضمان تقبل المواطنين لأي زيادات مستقبلية، مع ضرورة نشر بيانات تكلفة الإنتاج بشفافية لتعزيز الثقة وإتاحة الصورة الكاملة للرأي العام.سياسة الخصوصيةشروط الخدمةإدارة ملفات تعريف الارتباط+خيارات الإعلاناتCNN الاقتصاديةمن نحنالأرشيفOur use of cookies and other technologiesWe, our affiliates, and our 49 partners store and access personal data, like browsing data or unique identifiers, on your device.
