التزام القاهرة ببنود اتفاقية السلام، حسب زعمه، وفق ما أوردته وسائل إعلام محلية نقلًا عن صحف إسرائيلية.وتركز الجدل حول مدى قدرة نتنياهو على تنفيذ هذا القرار بالفعل، وانعكاساته المحتملة على سوق الطاقة في مصر، خاصة فيما يتعلق بتأمين احتياجات المصانع وتوليد الكهرباء، إلى جانب الخيارات البديلة التي قد تلجأ إليها القاهرة لضمان استقرار الإمدادات.ويتفق خبراء الطاقة، على أن مصر تمتلك بدائل واقعية تعزز أبيب، والاكتفاء باستخدامها لتلبية احتياجات السوق المحلية.وبعد مرور سبع سنوات على الصفقة الأولى لاستيراد الغاز من إسرائيل، تم الإعلان عن اتفاقية جديدة لتعديل بنود التصدير إلى مصر، بحسب بيان صادر عن شركة "نيو ميد إنرجي" في تل أبيب، المالكة لحصة قدرها 45.34% في حقل ليفياثان، بالشراكة مع شيفرون الأمريكية بنسبة 39.66%، وريشيو بنسبة 15%، وينص التعديل على رفع إجمالي الكميات التعاقدية بنحو 130 مليار متر مكعب من الغاز، يتم توريدها عبر شركة "بلو أوشن إنرجي" بوصفها المشتري.وتتوزع الزيادة على مرحلتين، تبدأ الأولى فورًا بإضافة 20 مليار متر مكعب، لترتفع الكميات اليومية الموردة من 450 مليون قدم مكعب إلى 650 مليون قدم مكعب، أما المرحلة الثانية فتشمل زيادة إضافية قدرها 110 مليارات متر مكعب، مرتبطة بتنفيذ استثمارات لتوسعة حقل ليفياثان وتوقيع اتفاقية لنقل الغاز عبر خط أنابيب نيتسانا، بحيث تصل الإمدادات اليومية إلى ما بين 1.15 و1.25 مليار قدم مكعب.كما نص التعديل على تمديد فترة التوريد بعد استكمال المرحلة الأولى لمدة 10 سنوات من تاريخ دخولها حيز التنفيذ أو حتى استهلاك الكميات المتفق عليها (أيهما أقرب)، وفي حال بدء المرحلة الثانية، تمتد فترة الاتفاقية حتى 31 ديسمبر/كانون الأول عام 2040 أو حتى استهلاك الكمية بالكامل، مع إمكانية تمديد إضافي لمدة عامين إذا تبقت كميات غير مستخدمة عند انتهاء المدة.وتعمل مصر وقبرص منذ مطلع العام الجاري على مشروع استراتيجي لربط حقل كرونوس القبرصي بالبنية التحتية المصرية للغاز الطبيعي، حيث اتفق الجانبان على تسريع وتيرة التنفيذ تمهيدًا لبدء استقبال الغاز في مصر وإعادة تصديره من خلال مجمعات الإسالة المصرية إلى أوروبا بحلول عام 2027. وقال نائب رئيس هيئة البترول الأسبق، مدحت يوسف، إن مصر تمتلك بدائل استراتيجية تمكنها من الاستغناء عن واردات الغاز من إسرائيل في حال توقفها، مضيفًا أن مصر تمتلك بالفعل أربع وحدات تغييز عائمة بالإضافة إلى وحدة خامسة في الأردن، ما يمنحها مرونة كبيرة في استيراد الغاز من الأسواق العالمية وضخه في الشبكة القومية لتغطية احتياجاتها المحلية، وهذه القدرات التشغيلية قادرة على تلبية الطلب الداخلي بالكامل.وقال مدحت يوسف، في تصريحات خاصة لـCNN بالعربية، إن إسرائيل ستتكبد خسائر فادحة حال تنفيذ هذا الإجراء، إذ لا تمتلك بنية تحتية تسمح بإنشاء محطة إسالة بتكلفة تتجاوز 10 مليارات دولار، وهي كلفة تفوق العائد المتوقع من الحقل، كما أن فرص الربط بدول مجاورة تظل محدودة لغياب الاكتشافات الكبرى في المنطقة وعدم جدوى إنشاء خطوط تصدير بديلة، وهو ما جعل مصر تحصل على أسعار تنافسية للغاز الإسرائيلي نتيجة صعوبة تسويقه عبر قنوات أخرى.وأشار إلى أن وقف تصدير الغاز الإسرائيلي إلى مصر يظل أمرًا معقدًا في ضوء ضغوط شركة شيفرون الأمريكية، التي تمتلك حصة 55% في حقل ليفياثان، من أجل استرداد استثماراتها الضخمة في تنمية الحقل، في المقابل فإن مصر أمامها فرصة لتعويض أي نقص محتمل سواء عبر تعزيز قدرات وحدات التغييز الحالية أو مضاعفتها، أو من خلال مشروع الربط مع قبرص المتوقع دخوله حيز التنفيذ بحلول عام 2027، ما يعزز من مرونة الدولة في إدارة ملف الطاقة وضمان استقرار إمداداتها للسوق المحلي.وقال أستاذ هندسة البترول ورئيس الشعبة العامة للمواد البترولية بالاتحاد العام للغرف التجارية سابقًا، حسام عرفات، إن مصر قادرة على إدارة ملف استيراد الغاز من إسرائيل بكفاءة، من خلال الاعتماد على مسارين متوازيين يتمثلان في زيادة الإنتاج المحلي من جانب، واستيراد كميات ضخمة عبر اتفاقيات دولية من جانب آخر، مستفيدة من امتلاكها بنية تحتية متطورة تشمل أربع وحدات تغييز قادرة على استقبال الغاز من مختلف الأسواق العالمية، بشرط توافر السيولة الدولارية اللازمة للوفاء
